A lot of the functions in webtools do not return success/failure and do not check for success/failure appropriately.

Refer to https://trac.rutgers.edu/trac/roundcube/ticket/31 for a more detailed explanation.

This should be consistent throughout all webtools. We do a lot of writing to the filesystem using runas, and all of it should know about success/failure.
