Add a verbose option to print workers' parameters in log when launching

When starting a dispatcher on an event, add a --verbose option to print in a log file the parameters (options) of the worker.
For example, if we are interested in knowing what the current value of the parameter 'timeout' on a conda worker is, we could immediately after launching dispatcher, verify it in the log file.
