Project setup failure on Windows

Due to missing .tar.gz extractor
composer create-project pattern-lab/edition-twig-standard your-project-name
fails with following error:

[Alchemy\Zippy\Exception\RuntimeException]
Unable to create the inflator

The next release will have a better error and not completely bomb out. Should be out this weekend. I can't address what Zippy finds or doesn't find for an extract. Automated install of a StarterKit via Zip is a nice to have feature as opposed to being required to run PL. Also tracking this at pattern-lab/patternlab-php#365. Thanks for reporting.
