Add output var that contains the URL with direct query of Polar Signals cloud

The idea is to have an actions output var that generates the URL query with labels and timestamps, which allows the user to access their profiling data directly from CI. This would leverage the labels and would need another field in action.yaml for Polar Signals users project ID to generate the actual URL.
