Create a 'curated' front page to exist alongside the categorized metrics page.

We want to direct users' attention to the most important metrics on the splash page while having an organized list of metrics to allow them to browse by category. This will require discussion and Design work.

Tiles to include

• Staked MKR, full-width, front and center, if possible show points every week.
• Poll - MKR Responsiveness
• MKR Distribution by executive
• Top executives
• Recent polls
• Activeness breakdown (when it is ready, by the end of M10)

Also, we need to add a link to the top nav that will go to the full dashboard and a link at the bottom of the new homepage that goes to the full dashboard.
