In QCOR, xacc::Finalize() is implicitly called using atexit registration.

This could be unsafe (a bit too late) for XACC plugins that need to do tear-down (ExaTN).
e.g. ExaTN's ~NumServer will do createTensorOp(TensorOpCode::DESTROY) (resulting in memory allocation -> seg fault)
