Moving out of "brainstorming" and into "iterative design"

Let's formally move out of the "brainstorming" phase and into "iterative design".

Concretely, pending timely agreement/feedback here, we plan the following changes to this repo:

• We'll rename this repo to racket/rhombus-prototype. GitHub will forward any links that still use racket/rhombus-brainstorming.

• This repo will become a rhombus-prototype package (registered on the pkg server) at version 0.1, initially with the the content of https://github.com/mflatt/shrubbery-rhombus-0. Other things currently in this repo will be moved around as needed.

• The pull-request proposals that turned into the prototype will be closed, since they're slightly out of date and will become more so. Meanwhile, documentation for the rhombus-prototype will at minimum be rendered by the snapshot pkg build at NWU.

Moving to "iterative design" doesn't mean that anything is set in stone, not even in surface syntax, and you should not expect any sort of backward compatibility out of the rhombus-prototype package for the foreseeable future. We'll keep iterating and discussing as we have been recently. Making this repo better match that iterative-design process should help.

This repo is now https://github.com/racket/rhombus-prototype. It's registered as the rhombus-prototype package, and installing the package (with a development version of Racket) builds the current documentation.
