Please do work for this task in a branch called issue-199.

Currently, the closest notification a student gets if they level up is through a monthly (?) newsletter that gets sent out. Need to enhance this by sending a notification via email to a student when they level up. Causes of this would be when a student's verification request gets processed or when new STAR data gets uploaded.
