[backport v2.10.1] Show different content (like docs) if Prime or Community in use

Original issue body:

Stemming from #11114, there will be eventually separate links for whatever version of Rancher is installed. If Prime is in use, then Prime docs links should be offered. If it's Community, then the community docs links need to be shown.

Dashboard needs some logic to detect if Prime or Community is installed and show different content.
