Update resolutions in extensions (capi, observability and harvester) + release docs update

Update resolutions in extensions (capi, observability and harvester) as a spin-off of #13085 + #13084 since we are updating to vuejs 3.5 and there seems to be an issue with classic yarn and it's problem with aliases where we can't fix this on the shell package side.

Also release docs known issue update and communicate it on Slack

• CAPI - add resolution for entities package capi-ui-extension#112
• Observability - add resolution for entities package StackVista/rancher-extension-stackstate#66
• Harvester - add resolution for entities package harvester/harvester-ui-extension#104
• update known issues page
• communicate on Slack to internal and external devs
