Notifications for when lock for an environment is given up

Maybe something like /watch <env> <repo> which would give you a slack notification when the environment was free.

I like that. Along those lines, something like /deploy request-lock would let the other person know they're holding things up.

Could also roll this into the new message buttons. When you go to deploy and/or lock and somebody already holds it, slashdeploy could give you another option to notify the locker that you want it, notify you when they give it up, or put you in a queue to get the lock once they've given it up (or all of the above).

Like it! I assume people would want to notify when they queue and vice versa, so I like that there's just one button there. Maybe "Request" would convey that more fully.
