3D image jumps to different prespective

while using touch screens or moving fast the 3D effect jumps
Describe the solution you'd like
make a maximum speed the 3D effect can move to make it not jump
Describe alternatives you've considered
i realise there might be problems but the jumping effect makes the background glitchy
Additional context
maybe the 3D effect can follow the mouse at an user specified rate
