[FEATURE] Move environment variables to database

Is your feature request related to a problem? Please describe.
Currently many parameters are specified in environment variables. Environment variables are easy to lose track of and get complicated to manage when there are many of them. Changing them also requires us to restart the service.

Describe the solution you'd like
We should move most oenvironment variables into a global config document in the database and create a system API that can update this document while the service is running. Which variables should remain in the environment should be evaluated on a case by case basis, but in general anything that we may want to change and is not needed for initialization should be moved to the database.
