Source rokwire/illinois-app#4657

VB: Please update the existing Groups to match this document. Note that there are a handful of Groups we do not want to re-categorize because they will be handled by the new dormant group policy. Please leave them as is.

MV: Please let me know when this is done on production in order to update the attribute definitions on production to match this new attributes set.
