Allow scene overlay visibility to be toggled on/off

Anything that appears on top of the canvas should have a UI control to toggle its visibility. At the time of writing, these overlays are the time counter, time-colormap, and axes. But generally, anything that is not primary data (i.e. the track vertices) should be included.
