Describe the improvement

May worth to mention this keeps the already made decision (of the reviewer) in the certification items and only apply the autoCompleteAction value to the "undecided" items.

Other detail (not sure if worth mentioning, it should be obvious): autoCompleteAction = REVOKE only works if the campaign was created with autoRevokeAllowed = true
