feat: multiple nsgs based on the subnet #3

now we generate one nsg and it is attached to all subnets that are created.
can we have the option to generate seperate subnets with their own nsgs.

these seperate subnet nsg's should have at least two default rules
Deny any-any-in - id 4096
Deny an-any-out - id 4096

but these should also have the option to get custom nsg rules with a map or something?
