What does this feature/enhancement do? Why is it needed?

Rename all uses of RC or "Release Candidate" to "Beta".

Preferences > Setup - "Willing to update to Beta"
Other parts of the viewer may have references to RC or Release Candidate and those should be updated to use the term Beta too.

Test Plan

Verify we no longer use Release Candidate in the viewer and it has been replaced with Beta.
