Trying to set up PayPal in first run wizard restarts the wizard

Version: 6.6.9.0 on PHP 8.3

When trying to set up PayPal in the first run wizard, the wizard will always restart from the beginning. While the first time it may not be unexpected as the extension needs to be activated, the second time it restarts as soon as the input fields for the PayPal data appear.

Steps to reproduce:

• Create new instance on 6.6.9.0
• Click through the first run wizard, activate at least one sales channel but skip the rest
• On the PayPal setup screen click Configure
• The wizard will restart, follow the same steps again
• The wizard will keep restarting until the PayPal setup is skipped

Expected result:

The ability to configure PayPal and to proceed with the setup afterwards

Actual result:

The wizard will restart every time Configure is clicked on the PayPal setup screen
