Integrate the issues-manager functionality with the snowdrop-bot so they can be launched by the bot's web ui.

As now we will integrate the releases-manager tool with our Releasing Jenkins Jobs DSL, do we still have to integrate with snowdrop-bot. If no, can you then close the ticket please ? @jacobdotcosta
