[Chassis]: Traffic-Convergence: Linecard ungraceful reset takes 7+ seconds for traffic to converge #21432

Currently, ungraceful restart of Uplink linecard takes 7+ seconds.

Remote-linecards detect this upon i-BGP holdtimer expiry, and starts withdrawing routes learnt from the resetted linecard.

Meanwhile they continue to attract traffic destined to uplink linecard and continue to blackhole..

Due to our current i-BGP holdtimer settings, we observe 7+ seconds of traffic loss.

Creating this issue to optimize this scenario.

Nokia has prototyped a solution to optimize this. To be discussed in chassis community.
