On switch startup if there is no admin state configuration in CONFIG_DB, the DPUs are supposed to be powered off (dark mode requirement). This was working with the chassisd implementation previously but on the merged commit this change seems to be reverted in this commit sonic-net/sonic-platform-daemons@bd416b9

Scenario for reproduction:

  • All DPUs powered on,
  • reboot the switch with no CHASSIS_MODULE|DPU* config in the CONFIG_DB,
  • DPUs will stay powered on
