[Test Gap][caclmgrd] Add a test case to check if caclmgrd logs exist in syslog

Test Gap Description

The issue sonic-net/sonic-buildimage#21290, INFO level logs disappear in caclmgrd was reported after the commit merged months later.
We need a test case to help us report this kind of issue earlier.

Test Plan

Add a new test case in test_cacl_function.py to check log of caclmgrd in syslog

If iptables rules those logs can be found in syslog, that's expected.

Test environment

All topologies, all platforms.
