As an abuse deterrent, restricting .startmeeting to (half)op or higher users would be a good (optional?) feature.

Any channel (half)op should be able to .endmeeting as well, just in case things get out of hand.

That's my interpretation of the original discussion at sopel-irc/sopel#700.
