Exposing maven's install path and ownership

These things can be delegated to the ark LWRP. I opened a PR at #61 to start discussing the issue. I tried opening a ticket at tickets.opscode.com as per your CONTRIBUTE.md guide but it eventually led me back to opening an issue on github.

I just signed the contributing license agreement, let me know if I need to do anything else.

When will this request be considered. The commit has just two simple changes, which is very much required for installing maven on windows. As windows does not have a 'root' user. Lets make it flexible.

I'm working on a cleanup of the main recipe to remove support for maven 2 and update things to the latest 3. After that I'm going to go through the backlog of open PRs
