Local plugin

It would be convenient to load/use/import a local folder of specifications grouped as a plugin.

We have some changes ongoing related to specifications and I think we need to carry those through first.

Can you be more specific about the use case? Some use cases can probably be achieved by having the project folder in git (with specifications). Just clone that project and you have the specs there too.
