I wonder why? Philantropies are usually not scientists and I would have put them to funding bodies (but I am not familiar with the US system so much)
I guess I mean like science funders like Mellon Foundation, Wellcome Foundation, CZI. But i was thinking about it in the sense of scientists apply for funding?

I'm not saying it should move entirely, but it's connected to both. But maybe I'm not sure how these bubbles are working!

Yes! Funding applications would certainly be in the science world (as this is something that scientists do). But the funding orgs themselves are outside of science or in its overlapping zones with grantgivers or "civil society"
