Add Landing Page

There should be a landing page similar to HacketoberFest that explains what it is about and how people can participate.

For sure, the plan is to do the front-end stuff after all the features are implemented in the back-end (still have to implement visualizations similar to the ones on Hacktoberfest).

Suggestions on how it should look are welcome!

@chamkank maybe we should just style it after Hacktoberfest's to start? Or ask whoever is @startupstom's designer?
