rfc_format.xml: Add titles to the figure label below code samples

Code samples in the SVTA google docs should have a label just below the code sample block, and that label should carry over to the IETF RFC XML figure element as a label just below the figure. currently, all we get in the generated XML is "Figure 1", "Figure 2", etc...
