extract_references.py: Change references to SVTA documents to references to IETF documents when appropriate

For any reference to an SVTA document (for example: [SVTA2030]) the script should convert the reference to the appropriate IETF RFC or draft reference. This should be driven by a dictionary in the python that maps SVTA document numbers to IETF document names/numbers.
