Virtual topology: Deployment: Switches discrepancy: Missing meters

After the virtual switches' topology redeployment (lab service), some discrepancy occurs on the switches such as missing meters.
Our script for topology preparation(make test-topology) contains switch synchronization that fixes this discrepancy.
It seems a little bit strange to have some discrepancy when the topology is deployed from the beginning.
