Hi @hwchen, would you be able to review this PR from @frabarz? The goal was to add basic filtering to the members endpoint because we were having issues in Tesseract-UI with large dimensions.

My idea was that since we are still waiting for Actix-web to update, we could cut one last release with this members filtering in the older codebase. Let me know what you think about that.
