New large resources file may be needed in project creation

User on phonegap group reporting errors with project creation,
API level 15.

User reports there should be a res/values-large/dimens.xml
file with this contents:

<resources>
    <dimen name="padding_small">8dp</dimen>
    <dimen name="padding_medium">16dp</dimen>
    <dimen name="padding_large">16dp</dimen>
</resources>

Perhaps later version of Android SDK add this file to new
projects.
