There is actually no need for Makefile or getting the server running. I was browsing through the repo and there are many bash scripts to get the server up and running. In fact they have also described how to get it up and running on a local machine in the "INSTALL" file. And as per my knowledge DigitalOcean also gives you a dedicated machine so it would not be a problem there too. But I guess its free only for a month. We can definitely try it once but for long term we will have to think of a dedicated server. If TLS gets funding from Gymkhana, then we can buy a raspberry pi (around 3-4k INR) and host a server on it. It is simple and I have used raspberry pi. I have it here also. We can try it.
