You can install an emoji font and remove/disable the original on distro level, and after a relogin everything should use the new one. On Arch Linux for example I removed noto-fonts-emoji and installed ttf-noto-emoji-monochrome from the AUR, for monochrome emojis. I also tested disabling the font in KDE System Settings -> Font Management, that worked too

i tried but it always somehow gets noto emoji from somewhere (i am using snap)
