To allow for multi-tenancy, the default behavior should be to not stream log messages unless the client has opted in for received logs for a specified transaction ID. As discussed, the transaction ID should be updated to be a GUID that is provided by the client when initiating the transaction.

We should also have an opt-in to all option.
