Change request: please use new Portal domain name if any

Portal new domain name change activity has started.
Refer to umccr/infrastructure#272

For API comm call to Portal backend, please change to use newer name where applicable.
i.e. https://[api.]portal.[dev|stg|prod].umccr.org

And, for any use of SSM parameter coordinates mentioned in PR:
umccr/infrastructure#416

Pls hold changes a tick. We might be able to maintain this param and, update to new portal API link. Then you won't need any changes here.

Retaining SSM param /data_portal/backend/api_domain_name. It points to newer Portal domain now. No more action need here. Closing.
