Update page titles

Right now, no matter which page you are on the title of the page is simply COVIDtests.gov - for better a11y and social sharing, these titles should reflect the current page that the user is on.

I'd consider this a nice to have, but yes, page titles would need to be translated, unless we just want to reuse and existing text string as a the title (thinking the page H1s could double as titles).
