Right now a non-recurring OMR cost is setting recurring to yes. It should be defaulted to no.
See FEMP Energy - Window AC Unit - Cleaning.
You can identify if something is recurring by checking to see if its in the NonRecurringCosts or RecurringCosts grouping.
