I noticed we are missing the Cost-Phasing of Initial Cost on the Capital Cost page. If there is a construction phase, the initial costs may not all be paid in year 0. It could be paid in part during one more more years of the construction phase.

Also, missing residual value where the user can provide a value in either total dollars or % or initial cost. This also uses the annual rate of change to adjust its value.

I went and grabbed all the changes from BLCC Edits - 06282024.docx.

(a) Annual Rate of Change
Add “(for residual value calculation)” under the heading

(b) Cost Adjustment Factor
Add “(for phased-in investments)” under the heading
Move CAF to left hand side under Expected Lifetime

(c) Create a new section of the page with an overarching heading: “Cost-Phasing of Initial Cost”

(d) Table for Cost Phase In
Size of the table is based on the construction period (0-3 years)
Default to 100% in Year 0
Check that %s add up to 100%

(e) If amount financed >0
Should check when run requested to confirm that a contract object exists
