ci: Setup CI/CD

Overview

Need to setup continuous integration and continuous development pipelines for testing of Python, Rust, and R code. This should also include auto deployment to:

• PyPi (python): https://pypi.org/
  - Crates (rust): https://crates.io/
• Cran (r): https://cran.r-project.org/

All of this shall use github actions.

Action Items

• chore: Connect pypi to upstream repository #74
• chore: Ensure that current cd-python.yaml works for publishing #75
• ci: Generate CD pipeline for R package to release asset #76
• chore: Connect cran to repo #77

After some conversation, we won't need to publish to crates for the Rust code. We will only need pypi and maybe cran?
