Describe the bug
Unable to bootstrap repo due to Poetry installation error.

To Reproduce
Steps to reproduce the behavior:

Follow the Bootstrap guide in the README.
When you reach the make docker_setup step, Poetry install fails.

Expected behavior
Poetry installation should be successful.
