On the Tp Link C5 V4 router, the settings are not saved and after a reboot they go back to the factory settings, I also found a person on the Internet who has the same problem. Can you please fix it?

The next version of the small flash hardware should have its firmware further streamlined, leaving enough space to save the configuration, which should solve this problem.
