[BUG] Parents with no children require redirect URL

Story
In UAT, when a parent object has no children, it is not possible to make updates to and save the parent object. The page displays the “missing redirect URL” error, even if the Visibility is not Redirect.

As such, if a stakeholder tries to create a parent with the wrong source information (ex. typo in bib number or aspace uri), the stakeholder cannot manually fix the error.

We would like to have the Redirect URL error only appear if the Visibility is Redirect.
