here the new normtag_BRIL_2015.json (cp from normtag_BRIL.json and changed to the rescaled normtags) with rescaling their mean values:

bcm1fv3.yaml:  bcm1fv2.yaml by 1/1.0144
hfocv2.yaml: hfocv1.yaml by 1/0.9718
pltzerov3.yaml: pltzerov2.yaml: by 1/1.0165

to match pcc15PaperV4
