What was done

• Removed eu cookie compliance module
• Added hdbt cookie banner

How to install

• Make sure your instance is up and running on correct branch.
  • git checkout UHF-11187
  • make fresh
• Run make drush-cr

How to test

• Add the settings json to https://hel-fi-drupal-grant-applications.docker.so/fi/admin/structure/hdbt-cookie-banner
• Test that the cookie banner works with embedded content for example map and video (chart doesn't work in avustukset)
• Check that code follows our standards

Automatic- / Regression tests

• This PR makes no changes that effects any tests. (This will be caught in automatic testing later on, but please, please run regression tests always on PR before asking for a review)
• This PR passes regression tests. (make test-pw)
