The case where a region doesn't have a delegate is now explicitly handled, which should prevent the crashes that occurred on earlier versions when this was the case.

To update while keeping the dossier from a previous version, download the new version as normal, and replace regions.csv with the one from the old version. You will need to run power_refresh again once this is done.
