CI: Intel Compilers

Add CI entries that build with: - ICC (Intel Classic Compilers `icc` and `icpc`) - Intel OneAPI (new Intel LLVM-based compilers) - Intel OneAPI GPU (new Intel DPC++/SYCL GPU compilers)
