Some minor remarks to the RFC text:

General: HMA-FO ODA is an acronym for "Heterogeneous Mission Accessibility - Follow-On Online Data Access" (not Open Data Access).
Section Requirements -> Resources -> Coverages: The latest status of EO-WCS is, that the WCS.SWG voted to recommend to the TC the adoption of EO-WCS as Interface Standard.
Section Requirements -> Summary: There is one line with two bullets. I'm absolutely in favour of adopting this RFC and would like to review, test, and support an implementation in a sandbox subdirectory.
