Summary
MCR-4663: CMS and state sees a withdrawn tag on the submission summary
Then on the submission summary page of the submissions that contained that rate, I see the rate name listed in rate details section (without any documents or details) with a withdrawn tag. See designs
Then I do not see the rate documents in the zip file for the rate that was withdrawn.
MCR-4664: State cannot edit withdrawn rates on unlocked submissions
Then the withdrawn rate name and the withdrawn tag appears on the rate details page without any rate details displayed or editable.
